Under the Microchipping of Cats and Dogs (England) Regulations 2023, the breeder must be recorded as the animal's first keeper — not the buyer. That first entry anchors the whole history of the record.
Puppies must be microchipped and registered by the time they're eight weeks old, before they go anywhere. Your implanter registers each chip against you as first keeper.
An animal must not be transferred to a new keeper unless it has been microchipped or is validly exempt under a vet's certificate. No chip, no transfer — there is no workaround, and we don't offer one.
If you're a licensed dog breeder, your licence number and issuing local authority are recorded on your account and carried on each puppy's record — buyers and authorities can see the litter came from a licensed source.
When a puppy is sold or rehomed, you don't hand over a paper form — you nominate the new keeper from your dashboard and the record follows the puppy.
Pick the puppy, enter the new keeper's name and email, and send the nomination. Their side of the record is now waiting for them.
They create an account, confirm their own contact details and complete the £20 one-off keeper registration. You stay the registered keeper until they do.
If the nomination hasn't been accepted, we chase the new keeper with reminders at two weeks and three weeks. You can see the status of every nomination at a glance.
Still unaccepted at four weeks? The case escalates: you're notified, and our team steps in to resolve it — because a record pointing at the wrong keeper helps nobody find a lost dog.
The £20 keeper registration fee is a one-off per animal, paid by the new keeper by payment card when they accept the nomination.
