Approved users can search chip numbers for reunification and welfare purposes only — and each search records who searched, when, and why.
A verified search returns the least contact information needed for the purpose at hand — enough to reach the keeper and reunite the animal, never the keeper's full record.
Each lookup is recorded against the individual user who made it, with a timestamp and stated purpose. Keepers can see that their record was accessed, and the trail is available for audit.
Unusual search patterns are flagged for review, access is suspended while misuse is investigated, and confirmed misuse ends the organisation's access. Where the law has been broken, we cooperate with the authorities.
